Roadmap Home 2030 founders, Housing California and California Housing Partnership, respond to the 2023-24 CA State Budget passed by the Legislature:
On behalf of Housing California and the California Housing Partnership we want to thank the Legislature for maintaining their prior year commitments of investing $2.5 billion in affordable housing production and preservation, homelessness and housing-related infrastructure. We applaud the Legislature for including an extra $100 million for the critical Multifamily Housing Program at the California Department of Housing and Community Development and an additional $1 billion for a Round 6 of the Homeless Housing Assistance and Prevention (HHAP) Program. While significant in a budget deficit year, this level of investment is nonetheless not at a scale and does not encompass the scope of investments necessary to make meaningful progress towards the state’s goal of creating 1.2 million new affordable homes over ten years or of solving homelessness and increasing racial equity. To make real progress towards those goals, state leaders must adopt a comprehensive, long-term investment strategy such as the Roadmap Home 2030 and commit to making investments at the scale of the need. Passing AB 1657 (Wicks), a $10 billion affordable housing bond, and ACA 1, a critical tool to allow local government to pass housing bonds with support from 55% of voters, are crucial steps to move us forward.
