Betsy McGovern-Garcia has over 20 years of experience in affordable housing development and non-profit organizational management. Betsy currently serves as the Vice President of Self-Help Enterprises (SHE), after nine years as the Real Estate Development Director. Betsy’s work at SHE has resulted in the construction of over 1,800 new multifamily affordable housing units, 700 lots for affordable homeownership and the acquisition and substantial rehabilitation of over 400 at-risk units. Under Betsy’s leadership, rental communities have evolved to include all-electric zero net energy development, battery storage and climate resilience strategies. Betsy also launched Self-Help Enterprises’ work with Permanent Supportive Housing (PSH), which includes the development of approximately 500 new PSH units, service provider contracts to support PSH residents and promote housing stability, and various partnerships to help transition our unhoused neighbors into service-enriched permanent housing. Betsy has a master’s degree in business administration from Saint Ambrose University, and also serves on the boards of the San Joaquin Valley Housing Collaborative, the National Rural Housing Coalition, and the Tulare County Homeless Task Force.
